Nation Name: Union of Asteron
Government: Martial Rule
Description: For the last four decades, the military has assumed control of the political arena in order to '' safeguard the revolution''. The result is that the country is governed under a Revolutionary Council (lead by the Chairman). The Council is composed of the various heads of the military branches and minor lower level civilian functionaries.
Revolutionary Council: Headed by Chairman and former Field Marshal Galiani, the Council is the most powerful political committee within the Union. The other members of the Council, represent the various branches of the Armed Forces, the Intelligence Services, and civilian functionaries whom are in charge of important security apparatuses (such as the Interior Ministry). The Revolutionary Council has the political authority to veto legislation passed by the People's Congress and the authority to suspend the constitution during times of war and institute martial law.
People's Congress: Composed of delegations from each of Asteron's Hive Cities, the current People's Congress is home to 428 representatives. Representatives are appointed by the Governors with the size of a cities seats determined by its total industrial output (not by population). The People's Congress has the power to draft new laws and is headed by a ceremonial President. All legislation passed however must undergo the scrutiny of the Revolutionary Council.
Asteran Workers Party / National Liberation Party:
One of the few legal political entities allowed to exist in the aftermath of the coup, alongside the NLP, these are the largest two factions and are by and large pro-military. The upper echelons of the party are all former military officers or owe their post to the armies patronage. They adhere strongly to Astera's current '' military first '' policy, with a revolving Presidency of the People's Congress between the two of them.
Trade Unions:
At the current moment, there are over forty '' approved '' trade unions operating within Astera. These unions exist to boost industrial output (worker cooperation being deemed as essential), ensure that management adheres to collective bargaining agreements, and improve working conditions. Trade Unions are lead by Executive Boards, with representatives elected by the working body of the population. However, sitting on each Trade Union board is a member of the Ministry of Labor and the Department of War. Each holds a vote in the Boards decisions and act as the governments representative during labor disputes. In order to keep up industrial output, strikes by workers have been banned. The government also has the power in times of emergency to increase worker quotas and suspend existing agreements with Trade Unions if the situation demands it.
Emergency Law:
The Revolutionary Council has been operating under the Emergency Law for the last forty years. In addition for providing the legal basis for the Revolutionary Council to exist, it gives the Chairman and the army wide sweeping powers to ban opposition parties, political gatherings, the power for the security forces to arrest and detain those whom are deemed enemies of the state without trial.
Species:
Bonus: Total War: Factories, shipyards, and most of all manpower have been drawn together for one purpose. All of these assets are carefully harnessed by the state, a pool of resources that can be drawn upon in the event of war to be deployed at will. As a result, the military can mass produce equipment for its forces on the front lines and draw up its vast reserves of conscripts for much needed manpower to fill its ranks.
+ All armies start with an extra 2 Regimental Points (Army)
+ Credit discount on purchase equal to upkeep for ships. -1 for destroyer/corvette, -2 for frigate, etc. (Navy)
Description: Humans. Like the cockroach or rat, they have been able to adapt across a wide variety of environments. The Asteran's are no different. Yet due to their troglodyte existence underground, their have been further adaptations. Most Asteran's are short at around five feet tall (though that could be argued as a factor of malnutrition) and pale from a lack of exposure to sunlight (and the fact that a permanent level of smog from industry blocks out large parts of the sun).
Homeworld: Astera
Description: Once Vorcia Prime was the jewel of Astera. However, a century after the Unification Wars, it has became a city shaped by conflict and war. Constant air raids and artillery shelling have raised much of the city and burned it to ash. As a result, much of its industry has moved underground and into the depths of the planet. Millions of souls toil in factories, never seeing the light of day. On the surface, it is a fortress city designed to be defended to the last bullet and man. The one piece of Vorcia's past is the massive sky towers that penetrate into the smog filled heavens. Once home to Astera's nobility, these '' sky '' towers are now full of the party faithful and regime supporters instead.

History:
The Hive Wars:
From it's infancy, the surface of Asteron has been divided between the Hive Cities. Home to millions and making up the heart of the planets manufacturing base, these cities carved out vast swathes of territory for themselves. The two strongest such states were Vorcia Prime and Jouran. In the never ending quest for much needed minerals and resources to fuel their industry, the two, alongside their satellite states were drawn into conflict. The result was the Hive Wars or the Unification Wars. Both Vorcia and Jouran were pitted along a front that ran thousands of miles. Millions of troops were mobilized, fought, and died across the planet. For nearly twenty years, the two sides remained locked in a stalemate until the Vorcian's won the battle for orbital supremacy of the planet. After a bloody battle in the Heavens, the small Vorcian Fleet was able to bombard the enemy lines from high orbit. This broke the stalemate on the ground allowing the Vorcian's to at last take Jouran in a vicious year long siege.
The Republic of Asteron:
The aftermath of the Hive Wars was that the planet was at last unified. Yet, the planets direction, production, and politics were dominated by the aristocrats and industrialists. Following the war, millions of troops on both sides that were demobilized and were forced from the battlefield into the grueling factory lines in attempt to boost production to pre-war levels. Political instability was becoming rife as the writings of Leneru swiftly spread among the populace and more importantly, thousands of troops that were poor, hungry, and little incentive to defend the old regime. When the first riots broke out, it was a shattering culture shock. For centuries, the people had toiled under the Will of the Council. None had dared ever to utter a question to their purpose before. The Council turned to the Army to protect it, lead by Hero of the Hive Wars, Field Marshal Galiani (an aristocrat himself). The Marshal refused to turn his troops loose on the populace (as many in the army were sympathetic to the rebel cause). Instead, the Council was forced to rely upon their own personal Household troops and thugs to keep order as the workers rapidly unionized, forming militias to wrest control away. The defections began as a trickle but soon became a flood as high ranking nobles abandoned their homes and fled the solar system to Antoviya. An interim government was established, giving sweeping rights to the working class that the people had never enjoyed before. Yet, with these new rights, chaos reigned on the streets as thousands were executed and the Revolutionary government became determined to keep its grip on power. The First Republic of Asteron was born under the leader of its self declared leader, President Ambrose.
Union of Asteron:
Ambrose immediately embarked on a radical Five Year Plan program that was designed to change the new nation from inside out. Collectivization of farms was introduced, land was redistributed, the old aristocrats were arrested, stripped of their titles, and in most cases, killed. New progressive reforms for workers were introduced and factories were kept under the control of the State. The vanguard of these reforms on the ground were the so called ' Red Guard ', a mixture of combat veterans, extremists, and workers. Yet when Ambrose turned his attention to Galiani's prized army, with wide ranging (and often random), purges of its officer corp, the old Field Marshal moved to act. The Presidential Palace was stormed by the 82nd Ranger Regiment, the President and many of his cohorts were dragged out into the gardens and unceremoniously shot. Galiani ordered martial law, suspended the new constitution, and ruthlessly moved to crush the Red Guard. The fight was horrendously one sided. Armed with tanks, well trained troops, and more importantly, the Navy, the Red Guard were cornered and annihilated. The survivors arrested and deported to re-education camps or fleeing into the Wastes to wage a guerrilla war against the government.
In a broadcast to the people, Galiani declared the new Union of Asteron, with himself as its new Chairman. Propaganda and Galiani would claim that he acted to safeguard the Revolution from fanatics whom would seek to throw Asteron into chaos. The various Hive Cities were re-organized as part of this new Union, a People's Congress declared where its representatives can meet to discuss and pass new laws. Ultimately, the real power lying with the Revolutionary Council and the Central Committee. To this day, Asteron continues to live under the Emergency Law imposed in the aftermath of the Revolution, where a knock at the door can mean that a citizen can vanish into the night.
Culture:
The Asteran's are a country that crave order. The chaos of the Revolution was seen as a catastrophe that many do not want to see repeated. A steady diet of propaganda has further reinforced the notion that the state and the people are one. This fervent nationalism has meant that the countries army (it's most respected institution), has had little difficulty in finding willing recruits to fill its ranks.
