With intention to bring Wuxian's closest allies together the Imperial Bureaucracy under the direction of the Chancellor of Wuxian invited diplomatic parties from the RWU and the Rusevian Empire to the table. A single Nezha-I Destroyer was provided, as always, as the meeting place for the diplomatic venture. The Chancellor had deigned to take part in the diplomacy himself, considering the ideals that were going to be strove for during the discourse, and would do his best to support the peaceful actions between the multiple parties. As all member-nations either had a majority Yuyan-worshippers or a very large minority, it was deemed fitting to decorate the vessel with proper Yuyan iconography to better welcome them as spiritual brothers rather than simply mundane allies.

"My lord, we've arrived in the system." An aide approached whispered to Velkynaz Vladimir Yezhov, the Rusevian Minister of Commerce.
The minister replied with a nod, and rose out of his seat. Soon he would be docking with and boarding the nearby Nezha-I Destroyer with the goal of establishing a trade coalition with the other trade partners of the Wuxian Empire. Vladimir had dealt with many emissaries from the Wuxianese and felt confident in his abilities to work with them. However, he had not had the pleasure of meeting anyone from the Revolutionary Workers Union. As he readied himself to board the Wuxian destroyer, he thought to himself; "A friend of the Wuxianese, is a friend of mine." at least he hoped as much.

Councilor Devikar arrived at the Wuxianese destroyer with no shortage of skepticism and mixed feelings. It was one thing to ensure peace and good relations with neighbors, but it was another to attend a conference of "allies" with the representative of a militaristic monarchy. She sincerely hoped the Wuxianese had thought this through, and that the practical benefits of a friendship with these Rusevians would outweigh the risk of corrupting the Revolution. And it would take quite a lot of benefits to justify such a risk.

With all of the players accounted for the Chancellor brought them aboard for the diplomatic venture. The circular chamber, having been used twice now for major diplomatic missions regarding foreign powers, had been altered with proper Fundamental Truth iconography in order to emphasize their similarities rather than let the representatives stew on their individual differences. Before the diplomacy itself was conducted the warship's chaplain was permitted to speak a brief prayer aloud before bowing and exiting the chamber. At last, they could begin.
"Most-Respected Brethren," spoke Chancellor Zhao Yu with a characteristic Wuxianese smile as he showed his respect with a traditional salute of his people, "It pleases me greatly to see you both here. The Yuyan, blessed in his infinite wisdom and boundless benevolence, has seen fit to bring those distant together as friends through common ground. All three of our great peoples know the Fundamental Truths of this universe and indeed, all three of our governments seek the betterment of all; perhaps, through different means, but guided the same by the benevolence of the Divine Yuyan. In such times he wishes to bring his most-beloved children closer, rather than let them languish apart. What say you? Shall we speak and see where such thoughts take us or will we part ways now, the Yuyan disappointed?"

Councilor Devikar shot the Wuxianese delegate a quizzical look. "We are friends of the Yuyan, yes, but I'm not entirely comfortable with the Union being defined as his 'child.' We are our own people with our own aspirations, our own ideologies, and our own purpose." The Councilor spoke softly and sincerely, not meaning to convey any hostility. She just wanted to clear the water, to make sure there were no fundamental misunderstandings in the room. "I sincerely hope, most-respected Chancellor, that I am here to meet among equals, and not to have my people spoken of paternalistically. After all, to be absolutely clear about where I stand in this meeting, I myself am not a follower, though I admire and respect the Wise One greatly. I am here in the interest of the Revolution and the Union, not in worship or fealty to a God.
"And in that vein, I assume, most-respected Chancellor, that you have called this meeting with a set of proposals in mind. Proposals that will surely bring us to shared prosperity, security, and popular self-determination." The last point was a test of sorts, to figure out how the dignitary of the militaristic Rusevian monarch might fit into a program in line with the values of the Revolution.

"Perhaps you are uncomfortable with such terminology but the faithful of your nation would not be," came the Chancellor after waiting several good moments in thought, "Can a child not have their own aspirations, ideologies, and purposes? Of course, this is expected. You misconstrue such terms to imply a lack of equality. Just because the Divine Yuyan views all peoples his children, as the Most-Benevolent Emperor of Wuxian does for his own people, does not mean our two nations are not equal in these matters. The Divine Yuyan, despite our love for him, is not our country. We speak now as equals, who's nations all contain the faithful."
"But you are correct in your assertion that such ideals are not what brought us together; the Yuyan indeed holds both Rusevia and the RWU close to his heart and I have taken the necessary steps to see all three of our nations prosper. I hope soon Asteron, now that is has been moved back to a semblance of moderation and balance, will be able to join us at this table in the near future. There are those, after all, who oppose a strong Revolution as much as they oppose an influential Faith. In the interest of support both ideals, I propose a possible concession to secure RWU cooperation and the prosperity of Rusevia;
"Following the Yuyan's most enlightened ideal of Wuxianese Syndicalism, if his Imperial Majesty would be welcome to the idea of freeing the lower class laborers to partake in workplace democracy then a Ministry of Labor could be founded that deals specifically with these new organizations. Their elected officials would be members of this Ministry and the Emperor would select from this pool a Minister of Labor to regulate and organize the entire process. Such policy has worked wonders in the Yuyan's Enlightened Empire and no doubt could do the same in Rusevia. What say you, Most-Respected Valkynaz?"

Velkynaz Yezhov took a moment to consider the proposal before responding, "As you no doubt know, Chancellor, his Imperial Majesty holds the common peoples close to his heart, as they are his people after all. Further, the Empire has welcomed members of the lower class to serve in the government for centuries, to hold positions in the Council of Ministers and the Imperial Council. His Imperial Majesty is of course willing to allow a member of the lower class to assume a position within the ministry, thus there would be no objection on that ground." The Velkynaz continued, turning now toward the representative from the RWU, "His Imperial Majesty has also admired the democratic practices of the RWU, and the Yuyan's glorious Wuxianese Empire," he said now turning once again, toward Chancellor Zhao Yu "and their overall positive effects on the economies of your great nations. I do believe such a change to the Imperial ministry would be welcomed by all, most-respected Chancellor."

Councilor Devikar didn't let go of all her suspicion, but she was very relieved to hear what the Chancellor and the Minister of Commerce had to say. If they were true to their words, and she didn't see why they wouldn't be under the circumstances, then there would be ample ground for cooperation.
"This concession is more than adequate for the time being," she replied to her counterparts. "With that established, good Chancellor, what do you have you in mind to advance our multilateral cooperation?"

"I am very pleased to hear of your willingness to take part, Councilor," spoke Zhao with a smile before nodding his head to the center of the table where a display of light shone into being, "First, the immediate brokering of trade between all parties within this alliance. In addition, a mutually agreeable defense treaty. But these, of course, are only the beginning. With the Asteron government returned to some level of normalcy it would well be within the interests of this organization to bring them in as well. With a growing number of faithful within their nation it would be unwise not to invite them."

"We accept both proposals," Devikar replied, "as long as the language of the treaty does not define us in terms of the Fundamental Truths or religion in general. The RWU is more than happy to build a strong alliance for the good of the galaxy, but not if the enterprise depends on our level of adherence to the state religion of Wuxian. Is this acceptable?"

"Adherence is not necessary, it was simply a note that all the active parties are or contain substantial numbers of faithful," came the Chancellor, raising his hands to allay any worries, "Though I would remind you that the Fundamental Truth is not important due to its status as Wuxian's state religion; it is multi-national even moreso than your own organization, Councillor. To imply otherwise is to grossly misrepresent the Faith."

Minister Yezhov rose from his chair, and began "Of course this would require his Imperial Majesty's approval, however, I tentatively accept the terms of this treaty. I look forward to developing our relationship further with the RWU."
