Do Yinan Province, Yinan-Ling Prefecture Yi Ti County, Yi Ti Township First Precinct Ministry of Rites Administration Sector Office of the Imperial Examination building A-12 Audit of Imperial Examination 11237 Censor Grade-2 (C/2) Ng Tak-Wah
THOUGHT OF THE DAY: A friend to everyone is a friend to no one.
1200 - Prospective candidates for Imperial Bureaucracy arrived today at A-12 already prepared for examination: Nothing out of the ordinary. Examiner is Nai Mahn (4b) [To be referred to as Examiner for remainder of Audit]. All rites observed.
1215 - Prayers to Yuyan went as expected: nothing misspoken, altered, or left out. Prelate Bin An (4a) presided over all rites before handing over floor back to Examiner.
1220 - Examiner delivered speech regarding the nature of the Imperial Examination Fourth Stage. One question levied by Candidate Banya Hka [9a from Do Yiyan Province, Yiyan-Ling Prefecture, Yi Ti County, Yi Ti Township] regarding the accuracy of Examiner's speech. Silenced by Examiner by threat of removal from Examination.
1225 - All Candidates have taken their seats; first pages of Imperial Examination delivered to Candidates. Candidate Banya Hka failed to bring correct variation of writing utensil; nearly ejected for question why small differences mattered [Candidate's file shows repeat offences of such activity within and without Examination facilities]
1300 - First stage of examination complete. Papers returned to Examiner who correctly deposited all into sleeve before handing off to Assistant Examiner Sayama Lao (4b) to be delivered to Imperial Examination building A-1 for processing. Candidate Banya Hka levies question out of curiosity regarding Examination grading process; Examiner answered accurately.
1305 - Second stage of examination has begun. Request made to take part in interview of Candidate Banya Hka. Request accepted by Examiner. Recorded Interview attached. Portion displayed.
1500 - All examinations complete. Examiner has completed all forms and have transferred them to Assistant Examiner to be delivered to Imperial Examination Building A-1 for processing.
"Candidate Khun Mahn, what is your interest in serving the Yuyan's benevolent Bureaucracy?" (Spoken by Examiner)
"My interest, Examiner? I do not understand." (Spoken by Candidate)
"What do you wish to accomplish out of dutifully serving the Yuyan's Bureaucracy?" (Spoken by Examiner)
"His Bureaucracy, sir? I was under the impression I was serving the Yuyan and his beloved children, not the Bureaucracy." (Spoken by Candidate)
"Your service to the Bureaucracy is service to the Yuyan and his beloved children, Candidate Banya Hka. They are one in the same." (Spoken by Examiner)
"Forgive me, honored Examiner, but I disagree. The Bureaucracy is an organization founded by the Yuyan to serve the people, it is not an entity to be served." (Spoken by Candidate)
"The Three Departments and Six Ministries are all servants of the people. You are speaking out of turn." (Spoken by Examiner)
"Which portion of the Bureaucracy did you intend to aid His people through most effectively, Candidate?" (Spoken by C/2)
"I desire to take up direct Administrative roles within the Ministry of Works, respected Censor." (Spoken by Candidate)
"Why? What drives this desire? The Ministry of Works is not the most prestigious and despite your record of questioning authority and your upbringing as the child of a 9a your previous Examination scores have been at the top of your age group." (Spoken by C/2)
"Censor, I wish to aid the people first hand. The Ministry of Works actively takes part in people's lives. They did for me in my home town here in Yi Ti Township." (Spoken by Candidate)
"Thank you, Candidate Banya Hka. That will be all. Continue with the interview, Examiner." (Spoken by C/2)
NOTE: Recommendation for Candidate Banya Hka to be requisitioned for Censorate immediately after Examination is fully processed. Official request to deny Candidate Banya Hka's request to be transferred to Ministry of Works upon Examination being fully processed. Official request for Candidate Banya Hka to be transferred to Censorate Office in Yiyan-Ling Prefecture as Censor Grade-5 under Censor Grade-2 Ng Tak-Wah. Candidate repeatedly questioned authority figures, showed devotion to the Yuyan and his people but a disconnect from mainstream view of bureaucracy as an instrument of the Yuyan's will and benevolence.
FINAL THOUGHT: One man's disaster is another man's delight.

Chaoyue Province, Chaoyue Prefecture Chaoyue County, Imperial Estate Imperial Estate Secretariat Office Chamber of Secretariat Affairs Room 1 Audit of Secretariat Committee Session 3.773a Censor Grade-2 (C/2) Ng Tak-Wah
THOUGHT OF THE DAY: It is easy to find a thousand soldiers, but hard to find a good general.
1000 - Censor Grade-2 (C/2) Ng Tak-Wah [To be referred to as C/2 for remainder of audit] and Censor Grade-5 (C/5) Banya Hka [To be referred to as C/5 for remainder of audit] report to Secretariat Affairs Room 1 to perform audit of Committee Session 3.773a regarding proposal by Imperial Marshall Tse Tak-Sohng.
1001 - C/5 remarks upon Secretariat reaction to Imperial Marshall; tentative respect given, tense nature of early interactions noted by C/5.
1030 - Secretariat Committee Session 3.773a officially underway, prayers to Yuyan begin; Prelate Grade-2 Nai Chow [To be referred to as P/2 for remainder of Audit] presiding over prayer.
1035 - Prayers to Yuyan went as expected; P/2 has allowed for Personal prayers to Great Men to be spoken silently to oneself. C/2 and C/5 do not pray to Great Men in this time.
1040 - Imperial Secretary Song Tchai-Bahk begins introduction, speaks on the Yuyan's behalf as regards to Imperial Marshall's proposal.
1043 - Imperial Secretary gives floor to Imperial Marshall; proposal is spoken aloud to Committee. Recorded proposal attached. Portion displayed.
1055 - Imperial Marshall has completed proposal; C/5 notes the mixed responses by Committee. Individual interviews with Committee members to be held post-completion of Session.
1056 - Imperial Marshall has opened floor to individual questioning by members of the Committee; Imperial Secretary notably.
1210 - Final questioning for Secretariat Committee Session 3.773a comes to an end.
1215 - Imperial Secretary officially concludes 3.773a.
"Most-Honorable members of the Secretariat, the signs are all around us. Despite the Most-Benevolent Yuyan's most wholehearted efforts the peoples of the galaxy refuse to accept a view of peace and prosperity in favor of fractious divisions regarding ideologies of two different peoples. Even with His most generous attempts to aid them in finding peace they remain unwilling to work together for their people's benefit." (Spoken by Imperial Marshall)
"And how should the Secretariat handle such a perceived crisis? It is hardly our problem that they cannot work together." (Spoken by Committee Secretary)
"Respected Secretaries, my proposal is not for them but simply powered by them. Knowledge gleaned from the two Unions regarding the insectoid invaders, known to them as the Hive, has shown us clearly that the space between the stars is filled with aliens most hateful and filled with malignant intent." (Spoken by Imperial Marshall)
"And what business is that of ours, Honored Marshall?" (Spoke by another Committee Secretary)
"An invasion of Wuxian would be our business, Secretaries." (Spoken by Imperial Marshall)
"Are you saying that you expect an invasion, Marshall?" (Spoken by Imperial Secretary)
"I am saying that if we are not prepared for such an eventuality than the Yuyan's people, those who we are sworn to protect, will be under threat." (Spoken by Imperial Marshall)
"Then tell me, Honored Marshall, what do you propose?" (Spoken by Imperial Secretary)
"I propose a full reformation of the standing military and a complete overhaul of current Military capabilities. As well, I would thoroughly suggest an alteration to current legislation that would allow for the Wuxianese Defense Force to actively deploy troops to foreign soil when it is in the defense of an ally, even if attacking an aggressor. Wuxian stands as the most economically powerful nation in the galaxy, dwarfing the industry of all others. If we do not actively take part in keeping the region stable than the threat of foreign, malicious entities will remain an executioners blade over all Wuxianese." (Spoken by Imperial Marshall)
NOTE: Alterations of current Imperial Military codes and regulations stand to highly alter the position Wuxianese military holds on the people. Recommendation for further action to be taken by Censorate to watch the development of this proposed legislation for possible risks. Official request to be put on case with full office of Censor Grade-2 Ng Tak-Wah allowed to take part; all resources necessary.
FINAL THOUGHT: Water surges only to overflow.

Clerk Grade-3 Hing-Nao had followed the meetings and the peace summits he'd mediated and watched the recordings and read the minutes. Studying the wisdom of his leader and gleaning all he could. He'd volunteered to mediate disputes in the provinces so he might put his theories into practice. In the last cycle he'd garnered quite the reputation for bringing calm to any situation. He'd eagerly awaighted the response for his request to transfer to the diplomatic corps, where he would have the chance to put his skills to use in the greater galaxy.
The Wuxian Empire may choose either
Gain a Hing-Nao (A free diplomatic agent with the trait; Student of the Yuyan: This agent provides 1 order to any system they visit
or
Reassign Hing-Nao and Give one system a permanent +1 order bonus

Jyu Guang, Wuxian Empire Rakwong Military Sector Ministry of Defense Operations Area Di-Er Training Grounds, Assembly Facility.
"<::Remove helmet from arm now."
The artificial voice blurted out the demand in a tone not-befitting of the machine it was attached to. A single helmet was pulled from the rack by the mechanical limb, three grasping manipulators holding the piece of armor in place out before the hardware, offering it to the prospective infantryman expectantly. All throughout the room similar activities were taking place as infantry lined up in perfect queues to receive all the pieces of their kit. In other areas of the large warehouse troops received the very beginnings of their armor, in this case placed on their torso by mechanized-limbs as opposed to handed to them. Every piece of armor was a variant of the now standard issue Wuxianese powered hardsuit, originally reserved for officers and specialized combat units only raised during times of conflict; since the Sohng Reforms, the New Model Army required its men to be fit, educated, and most importantly well-equipped.
"<::Remove helmet from arm now."
The VI exclaimed again, this time more urgent, as the trooper had yet to take the offered piece of equipment. Preecha Somchai shook himself from his self-induced trance before looking away from the going-ons around him. With hands outstretched he took the offered helmet and stepped out of line to move on to the next location, not without taking a moment to inspect his new helmet. The helmet was a marvelous craft of warfare, he had to admit. In about the same time it took for four other troopers to receive their equipment and move on Preecha passed around the helmet in his hands, taking in every aspect of the protective hardware that might one day save his life. He stopped in a moment as he stared into the eyes of the helm and considered what it must be like staring into them when they were not born by friendly faces; soulless cameras stared back at him, though he knew they'd emit light once the helmet was linked to the suits internal power generator. Perhaps, he considered, he would be lucky enough to never have to stare down an enemy. He certainly hoped not.
"Soldier! Into line!"
The abrupt commands of the Quartermaster-Sergeant saw him on the move once more, once again pulled from his daydreams as he strode into the next line to receive his weapon and encounterments. Each and every soldier before him received their weapons with little fanfare and moved on, marching into formation to stand in rank-and-file with their brothers in arms. Wary of the Quartermaster-Sergeant's watchful gaze and desiring to remain free of insults and berating, at least for awhile, Preecha retrieved his weapon and assorted equipment and swiftly joined his companions. As soon as his entire platoon was in position the Quartermaster-Sergeant lowered himself on his floating dias to preside over inspection as floating drones passed over the infantry and made sure everything was in order. In mere moments inspections were complete and the drones receded back upwards to await the next training platoon. With a single salute by the Quartermaster-Sergeant the Lieutenant was given the go-ahead to move forward.
"Platoon! Helmets, On!"
In one swift motion the platoon lifted their helmets and lowered them onto their head, the lights turning on near-instantaneously as hardware and software came online. The sheer volume of information took Preecha by surprise as he took in the light show, a wall of text and symbols scrolling down his vision before disappearing and revealing the standard HUD of his helmet. Squad numbers, armor-state, location, even highlighting his individual squad mates and platoon mates in different colors to denote organization and no doubt prevent cases of friendly fire. Over the com-link he could hear the voice of his Lieutenant going over diagnostic checks with squad leaders giving the A-OK or voicing errors that were rapidly fixed by the VI's link to their onboard computer. In the moment Preecha looked down to his weapon, taking a moment to take in the landmarks of the "firearm". The truly inspired piece of weapons technology was nothing like anything he had ever used during his time in the Defense Cadre. Featuring state of the art links to his suit's operating computer he could learn about every single detail of the weapon with a mere glance, not to say he hadn't been drilled with the knowledge for months before receiving the equipment in person. The now standard issue MoD Type-11 Bolt-Lance used in-built power supplies of his suit in conjunction with onboard light-hardener to produce varying density hardlight ordinance for specific occasions; the standard, of course, being a solid hardlight 'bolt' with a mono-molecular penetrating surface for anti-infantry purposes. Truly terrifying, remarked Preecha.
"Platoon! Forward, march!"
As the well-drilled soldier that he was Preecha barely needed to hear the order before his boots were in motion in lock-step with his Platoon-mates, heavy hardsuits cracking loudly as they impacted the ground in a thunderous display of Wuxianese military power. In that moment Preecha wondered if the designers of the current Hardsuit had, in fact, designed the armor with that very thought in mind. A quiet warbling hum came off the power-generator, nothing distinctly audible without being near to the equipment or using sensory-enhancing devices. Though, he doubted such equipment would be overtly effective at the most stealth-reliant of missions; not that he expected Command to not have realized that already. With Bolt-Lance held tightly to his chest by both hands the order was heard to turn his head to the left and so he did, immediately looking upon another raised dias where several individuals could be seen looking down upon the proceedings. Using the zoom-function of his helmet Preecha spied the officer laurels of an Admiral on the forward-most individual, the officer bedecked in similar Hardsuit as he but with protective plates stripped bare to reveal the artificial musculature underneath with some sort of robe held over it.
"That's the Imperial Marshall," came the voice of the Lieutenant over the com-link, "No doubt come to see his efforts take form in person."
After several minutes of marching into position with other platoons shifting around to get into perfect formation and the exact space reserved for his platoon how free to be occupied by the rightful owners, the formation came to a half and right-faced to turn back towards the Imperial Marshall and those accompanying him. One by one the final training platoons were marched into place and gave the formation full, complete form. An entire regiment of the First Combined-Arms Cadre had been armed and equipped in under an hour and moved into position in what was left of the time, a fine example of military drilling if Preecha was any judge. Now, along with all of his comrades, he waited as armored gazes remained perfectly forward but eyes crooned up to look at the Imperial Marshall.
"Soldiers of Wuxian," came his booming, enhanced voice over drone-carried loudspeakers before the crack of a salute was heard rumbling the chamber as every infantryman snapped to attention, "Know this. You are all, each and every one of you, a shining and resplendent example of the Yuyan's Most-Enlightened Empire and the finest individuals it has to offer. Through years of planning and effort by the Ministry of Defense, the Three Departments, and all the other Ministries and Offices that took part in this monumental endeavor we have achieved, at last, a magnificent success. You make up the very first of the Grand Army of Wuxian, the Yuyan's benevolent arm to bring peace and prosperity to the stars. You are clad in His Faith, armed with His Wisdom, and bearers of His Benevolence in a galaxy that is in need of His enlightened will! You are the vanguard of the truly marvelous future where all peoples will suffer no-longer underneath the tyranny and cruelty of warmongers, demagogues, and sycophants that cower from the Truth he has spoken unto us! Do not concern yourself with fear, with doubt, or anxiety; quiet the troubles of the mind for you have been raised up on high for a glorious purpose. You are the Yuyan's will made manifest! You are the end! Long live the Yuyan! Long live Wuxian!"
"Quite the speech," came a voice from behind the Imperial Marshall as the dias locked into place after ascending to the Official's Suite, "I found it highly motivating. How did you take it, Banya?"
"Moving, C/2."
"Exactly what I was thinking," came the voice of the Imperial Censor Ng Tak-Wah once more, "Truly moving."
Tse Tak-Sohng turned to look upon the pair of Censors, immediately glaring at the C/2 as he spotted him. This was, of course, not the first time the Imperial Marshall has had a run in with the bothersome Censorate official. Immediately his hands came up into the time-honored salute of the Wuxianese people as his ilk was wont to do, receiving a half-hearted response by both Wah and Banya as the returned the honor. Another checkmark on the list of annoyances and disrespect heaped upon him by these Censors, consider Sohng.
"Ah. Censor Grade-2 Ng Tak-Wah, if my memory does not betray me," spoke Sohng as he began to move away from the pair, hoping to end the conversation quickly, "I am glad you enjoyed the speech. Now, if you must excuse me, I have duties to attend to."
"Of course, Marshall," replied the C/2 with a smile as the pair fell in behind Sohng, "Do not bother yourself with our presence, we are simply attending to duties of our own."
"Wonderful . . ."

Jyu Guang, Wuxian System Rakwong Military Sector Ministry of Defense Operations Area Di-Er Training Grounds, Training Field B.
"Platoon, advance into column."
The entire formation of infantry pulled together as they advanced forward, moving from line into column and falling in behind the lead in accordance with the order given over the comm-link. At the head of the column strode the immense form of a heavy combat-VI, a virtual intelligence controlled cybernetic combatant that stood several heads taller than its organic compatriots and a good deal wider. The combat-VI was a bulky thing with heavy Bolt-Lance held tightly in its powerful grip, eyeless head panning back and forth as multiple camera angles were put to use to ascertain enemy locations and possible avenues of ambush. The weapon mount on its shoulder panned back and forth in solidarity with the camera view, ready at any moment to engage hostile combatants. After two dozen meters of forward motion the VI halted and raised its hand just as a host of data was passed over to Platoon-Command with relevant information sent down the chain of command in an instant.
"<::Lieutenant. Possible hostile contacts located. Awaiting orders."
The unit remained paused for nearly a second before a hail of fire came spitting from undisclosed locations, the personal shield of the VI flaring into life as hardlight bolts collided with the deflector shield and either shattered against it into a cloud of light fragments or were deflected off to the side away from the formation of infantry behind the combat platform. The flash of an order came over the HUD of all Squad Leaders for forward movement and without a moments hesitation the VI was moving forward, weapon raised towards the direction of the habitation blocks in front of the formation. Even as they moved forward the fire continued to pour down on the advancing unit while not a single shot was returned towards the unseen source of weapons fire.
Another flash of light on the HUD and all eight Fireteam Leaders reached to their thighs where hidden compartments slid open to reveal Spotter Drones. With well trained precision the spotter drones were hurled forward just as their inbuilt suspensor lifts kicked in and the orb shaped hardlight drones whispered into life, flitting towards the supposed position of where the hail of fire was coming from. One by one a host of contacts were designated by the drones, highlighted on the HUDs of the entire platoon with bright red outlines denoting their aggressive stance with several yellow outlines being highlighted to display possible but as of yet undetermined contacts. With only a millisecond of pause between the first designation and opening fire, the combat-VI raised its Bolt-Lance and started shunting HE ordinance into windows and doorways where targets had been designated while its shoulder mounted weapon system launched individual, guided plasma rockets into the sides of buildings, collapsing them under the weight of fire.
"Spread out into cover and engage," came the voice of Lieutenant Wei Lo, the platoons CO, "First Section hold position and cover Second Section's advance. Staff Sergeant, fall in with Fourth Squad and direct heavy weapons fire onto these marked locations."
Streaks of yellow-orange light rounds filled the air as the pounded the enemy positions, penetrator rounds punching through walls and tearing their intended targets apart in a hail of high-energy violence. Third and fourth squad, a rifle-squad and support-squad respectively, held back in the cover that could be gleaned as they set up and began suppressing the enemy combatants while the two rifle-squads of First Section advanced behind the VI. As the advance neared the first buildings the VI launched four smoke-grenades into adjoining streets and alleys to cover cross-street movement, enemy units still highly visible as the spotter drones continued to designate targets from above. Just as Squads One and Two stacked up on the opposite walls to breach their buildings, Second Section advanced up behind them to take up closer supporting positions. It was at this point that the real fighting began. With initial breaching the infantry of First Section finally saw their foes face to face, combat-VI constructs of metal and hardlight given the general shape of the insectoid invaders of Asteron from the so-called Hive Unity. Though truly unable to match the sheer horrid nature of the real thing, these hardlight replicas were programmed to follow similar patterns identified through researching combat feeds from the invasion of Asteron.
Hand signs flashed in front of the breaching squads as point-men quickly gave silent orders to their compatriots before breaching the rooms and engaging the enemy. The bugs of the Hive were in no way the standard combatant found in the galaxy and represented a serious niche enemy that needed to be prepared for as much as anyone else. For this particular platoon, this was their first time engaging against the odd enemies. In order to add to the realism of the engagement, Bolt-Lances were occasionally unable to render the enemy combatant inoperable as was found during the initial conflict with the enemy and much to the surprise of the breaching squads, many of the insectoid fighters would tank shots and attempt to enter CQC, hand-to-claw engagements with the Wuxianese troopers. Though wholly told about the possibility, nothing could prepare them for such ferocity beyond experiencing it themselves; exactly why they were being trained for it now.
Private First Class Preecha Somchai huffed loudly into the mouthpiece of his armored helmet as he watched the hardlight insectoid construct fall to the ground, mimicking the death throes of the Hive Unity warriors perfectly. It had taken three shots from his Bolt-Lance to strike vital organs and bring down the beast and one of his squad-members had been "gored" in the process, sitting against the wall with what was no doubt an annoyed look behind his faceplate. Without thinking, Preecha hefted his fallen comrade up and walked him to the back of the line as another trooper took the place of point-man to continue the breach.
"Sergeant, we have one casualty. Permission to stabilize the wounded until medical team arrives?"
"Granted. Get him stable, we've got to keep moving and-" he stopped as he turned to the rapidly approaching CO, "Lieutenant. One casualty but breach successful. We are continuing now."
"Good, keep it up. I want us to beat Charlie Platoon's time by at least two minutes. Can you do that for me, Sergeant?"
"Can do, Sir."
