The Kwazan Conglomerate had little contact with the Viscarri Empire in the past. The human's imperial pretensions were not something the Kwazan particularly encouraged or felt comfortable about. However, the Viscarri had their redeeming traits: they valued culture, order, and tradition highly, and they could be pragmatic enough to work with other nations. That was enough to catch the eye of Kwazan executives, who needed trade partners and allies. If the Viscarri were hostile the Conglomerate could deal with naked, military aggression; it was the RWU's tactics of terrorism and internal strife that unsettled them.
Hence the arrival of the Ngoyato and its cargo: the first Kwazan ambassador to the Viscarri. The ship had taken a long and perilous journey to reach the Viscarri planet, and after one final jump they were on final approach to the planet.

"Sir, Kwazan vessel requesting permission to Land." The air traffic controllers on domma prime delt most heavily in military transports but accomadations could be made to low traffic diplomatic and civilian vessels.
"Stated purpose?"
"Diplomatic party."
"Have them land at landing zone 23-L." The officer left the control room to call the diplomatic corps so they could arrange a welcome party.

When the shuttle landed there was half a cohort from the 3rd Legion waiting. Formed up in ranks as an honor guard. Kermira Goallix stood at the head of the diplomatic party that waited. Her dress was elegant as would be expected of the emperor's sister but not of the style commonly seen at court of late, which brought to mind brightly colored puff pastry. Her dress was a demur grey and had had a suit jacket incorporated in it's design.

Familiarity and repetition had done little to cure Wikwana's dislike of spaceflight. Intense concentration and an awareness of decorum were all that kept her from giving in to the sick, unsettled feeling that came after landing. She wore formal Kwazan clothing, which consisted of a loose dress of folded cloth, embroidered with tribal patterns and symbols and accentuated by beads and jewelry. Like most Kwazan clothing it was also highly symbolic - a Kwazan could interpret her marital status, tribe, rank and achievements from the particular patterns and accessories.
She bowed formally to Goallix in respect. "I appreciate your welcome." She said, "I am Wikwana Ikosi Miatwane, Ambassador on behalf of the Kwazan Conglomerate. As you may have guessed, I have been assigned to initiate negotiations with your government."

"Excellent, I am Kermira Goallix Head of Ferrozic Heavy Industry, Chancellor of Public Works and sister of the Emperor. Please follow me to a more appropriate location for our discussions." She would lead the party to a motorcade that would transport them to one of the municipal buildings. The meeting chambers they would occupy in the end had a good spread of food set out. Once everyone had a chance to take what they wished and had finished or at least made a considerable dent Kermira would begin proceedings.
"I must admit surprise at your arrival, but we are most interested in what you have to say. The floor is yours."

"Thank you, your grace." Wikwana bowed, thoroughly refreshed after having had a chance to eat and recover her center. "As you know the recent development of reliable FTL transportation has brought both great risks and great opportunities to nations across the quadrant. Some have taken this as an opportunity to establish new relationships, while others seem more intent on causing strife and disrupting the lives and cultures of other nations." She named no names, but two would swiftly rise in the thoughts of anyone even vaguely connected with galactic events. The Hive Unity had surged onto the scene with their vicious attack on Asteron and unsettled many military leaders, and the RWU's outspoken animosity for anything that didn't fit their strict credentials for a just society was well known.
"The Conglomerate wishes for Order and mutual prosperity rather than strife. We wish to pursue a mutually beneficial relationship with the Viscarri, both in trade and, perhaps with time, in other areas."

"Such an arrangement would be most welcome. We are currently in the process of building an orbital spaceport. Once it is completed we would be all too happy to engage in trade with the Conglomerate." Kermira reached for her data-slate and brought up a few figures. "It should be finished in about three more cycles. If our labor and funding projections hold steady." She shrugged as if to say there was no guarantee it would.

"We will look forward to opening trade with you as soon as you have the facilities." Wikwana replied before continuing on with a half suggestion. "I understand that such projects require an enormous investment of capital and industry to complete. If Viscarri at any point wishes for assistance with constructing the facilities, know that the Conglomerate is able and willing to provide its services... for a suitable cost, of course."

"Hmm.." She checked the figures on the slate once more. "If the Conglomerate is willing to offer aid we estimate that we could complete next cycle if we had access to 100,000 man-hours of labor and 4 billion credits. If you supply we can off a 6 billion credit repayment the cycle after that."
Empire offers 6 credits on turn 5 for 1 industry and 4 credits on turn 4

"That would be..." Wikwana paused, doing mental calculations regarding large sums of money "... acceptable. I will contact the President and request her approval on the matter. We should have a contract ready by the end of this week if all goes well." Given the amount of money the Conglomerate would make by having another trade route sooner, the deal would be incredibly profitable. She did not share it with the Viscarri, but she suspected the President would have been willing to provide much cheaper terms if pressed.

Coming back to Viscarri was not what Wikwana wanted, but she understood the desperate time the Conglomerate now faced. The talks over Tusi were the only thing separating Kwazan and the RWU from war. And if they were to win, they needed allies. The Viscarri were the obvious place to start; they had no love for the RWU and its revolutionary leanings, and they would understand the threat of allowing RWU agitators free reign to incite rebellion and violence in other nation's sovereign territory.
Her government had already requested a meeting with the Viscarri leadership. The reason was obvious. Now it was up to them to decide whether to receive the ambassador.

Kermira Goallix was once again the one assigned to meet with the Kwazan delegate. This time instead of a municipal conference room. They met in Kermira's office in the Ministry of Public Works. On one wall a display screen was set to the local financial news. When Wikwana entered the room Kermira muted the broadcast. "Ambassador, a pleasure to see you again. It's always good to speak with the representative of our valued trade partner. Would you like something to drink or eat?"

A missive was passed through the Kwazan Embassy to the Viscarri government. It invited the Viscarri to send a representative to Kwazan for an international conference on trade to discuss the formation of a merchant union. Representatives from Kwazan, Asteron, and the USDFL were already confirmed to be coming.
