Imperial Council Chambers
"My lord you can't be serious, why should we send troops to save those communist bastards. I say we leave them to their fate." Carius VanHotle duke of Chevisk asserted to the quiet table thumping of approval from several other members of the privy council.
"I am completely serious. Humans are under threat from a vicious xeno assault and you wish to do nothing? If they had fired the first shot I would agree with you. But beyond our disagreements of the proper way to run a government we are brothers. Humanity is not so numerous in the galaxy that we can ignore the troubles of our brethren." Emperor Igor Goallix IX was a thin and angular man with a wild beard and the eyes of a mad prophet. His ice blue orbs bore down on each man that had thumped the table and each in turn flinched in turn, finding themselves abashed at their earlier outburst.
"Will they even accept our help? I'm sure they have already sent word to the RWU I doubt they'll be willing to work alongside our troops." Consul Javic Polgavich said softly. His power armoered bulk required a special chair.
"If they choose that course it is on their heads but it will no be said that we abandoned our fellow humans."

2nd Legion HQ Asteron
"Sir, we've been getting some disturbing reports from the Asteron high command." The Centurion laid a stack of data slates in front of the Legate.
It was nothing but bad news. The RWU had sent agents to sow subversion among the ranks. Like vultures picking at a wounded beast. It showed a complete lack of respect of one's allies. "Comrades" indeed. Never mind the political instability they'd leave in their wake but if the hive returned a divided Asteron would be easy pickings for those monsters.
"I can't stand politics centurion."
"Sir I thought Asteron was a communist state already. Why send organizers to convert the populace?"
"Ahh, but they aren't the right sort of communist. The RWU isn't happy unless you think the same way they do. If you aren't in lock step with that little shit-stain Leneru's manifesto then you can't be doing it right. Because no one else could possibly know how to run a nation state without that pile of toilet wadding. They're fanatics of the first degree and the lowest order." Legate Benivrik rubber his jaw with his armored hand. "New protocol as of this morning. No member of the RWU is allowed on our premises unless it pertains to a mission from the high command. If any attempt entry they are to turned away politely. If they insist the guards no longer need be polite. Any RWU that forces entry or is found within the compound with the correct autherization is to be beaten within an inch of their lives so we might return the dumb bastards to their owners."
"Yes sir"
"Also I want our troops to prep for extraction. I have a feeling our welcome is wearing out faster than anticipated."

Privy Council Chambers
Captain Gadnachev stood before the privy council in his immaculate black uniform. There were no visible rank insignia on the Captain but this was to be expected for the head of the intelligence network. He had a dossier under one arm and waited at attention.
The Emperor sat at the head of the long table and gestured for the Captain to begin.
"Sire, esteemed members of the privy council before you is my report on the elections in the Union of Asteron. I am of the opinion that the victory of the ANF was heavily influenced by the Wuxian empire attempting to thwart the Influences of the RWU backed PUF. The new regime may be more friendly to us but I believe that we should withhold any attempts to make any major deals with the new government until this new democracy has stabilized. About 2-3 cycles to avoid the appearance of trying to take undue advantage."
"Captain, did we have any hand in their rise?" The minster of foreign affairs tapped on the table lightly.
"Our intelligence network was still in the planning and recruitment stage at that time, so no my lord we did not."
"And of course the RWU are showing their usual high standards of grace and decorum in the face of having the game they started turned on it's ear." The minister grinned and the entire room was filled with muffled guffaws and soft table thumping that was the universal sign of approval among men of certain age and class. The RWU though recognized as a sovereign nation was widely viewed by the nobility of the empire as immature. Their complete lack of willingness to work with any nation that did not conform to their ideals was the equivilant of a child holding it's breath and the rufusal to recognise a government that only existed because of their meddling was the squalling temper tantrum of the same child denied a sweet.
"Indeed sir, I would suggest that a letter of congratulations to the new president would not be taken as anything more than basic courtesy by the rest of the galactic community."
"Agreed. I shall pen the letter myself later this evening." The Emperor's voice was soft but cut through the room none the less. "Captain thank you for your report. I'm sure we've taken quite enough of your time."
"I'm glad to be of service your grace."

The Strannik wasn't the only colony ship to end her journey prematurely. The planet below seemed to be teeming with life. But it wasn't any xenos or alien, but human life. Much as in the far off corners in places like Asteron, this seemed to be yet another world that had been claimed by the insatiable tide of human kind. Yet these scattered stars were not united under a single banner nor was the planet below. In the centuries that had followed, the world of Shazere had experienced conflict, bloodshed, and the rise and fall of nations.
Shazere was slowly beginning its own journey to the stars. These were not uneducated primitives whom could be bribed with pretty jewels or pox ridden blankets. They had complicated understandings of mathematics and science. The planet was in the midst of its own internal crises. From Dr. Sebatian Mani's understanding from analyzing the signals below, it seemed the planet was in the middle of a massive world war. The two largest factions were the Republic of Cambria and the Kingdom of Netiva. Each had vast amounts of manpower at its disposal and were fighting for control of the planets diminishing resources...
Each faction had dispatched communications to this foreign ship upon detecting it, hoping to elicit a reply from this alien vessel... What would the Empire do?
Demand Tribute:
The Viscarri Empire will dispatch an emissary to the planet and extract tribute from both factions. We will leave to their own devices as long as they recognize the Emperor as their overlord. Yet...these people are approaching their own space age.. What if they become a threat in the future?
-- Contributes +20 to economy and +10 Industry per turn.
Enter the War:
The Empire must enter this war and bring an end to the conflict!
Choose a side:
-- The Republic of Cambria: appears to be the weaker of the two factions but it is in possession of the old technologies of humanity. Siding with them will ultimately require more manpower to pacify the planet but could yield important scientific data.
-- The Kingdom of Netiva: has superior manpower and resources that we could use to bolster our own industry. Yet the Kingdom is renowned for the corruption of its King and its troops are reviled for their atrocities. If we side with them, the local population will no doubt despise us as well.... But who cares for the opinions of sheep?
-- Stay Neutral: Why choose a side? Send in the Legions!
[] NOTE: The planet is not at sector level yet. Sectors will have to be built when the planet is taken and or pacified. All native troops are considered to have late 21st century technology, though some units have more advanced types of weapons that are clearly more modern. Siding with one faction over another will grant various bonuses during redevelopment of the planet. []
Move on: Why bother becoming involved in bloody planetary politics? Let us move on, there are more planets to explore and colonize that are less troublesome.

While the Kingdom of Netiva would have been useful the science opportunities to be found with the Republic of Cambria were the true prize in the eyes of the Imperial Privy Council. Without delay they deployed the 1st and 3rd Legion's to join the fight on the side of Cambria. Legates Castion and Mascar would lead their legions and Consul Javic Polgavich would take overall command of the theater. The humans of Shazere would soon become a part of the empire, even if there might be a few difficulties in the transition.
Deploy following assets to fight on the side of Cambria 1st Imperial Legion "Angels of Destruction" 3rd Imperial Legion "Lords of Iron" Consul Javic Polgavich (General Agent)
