Nation Name: The Yuyan's Transcendent Wuxian Empire (The Wuxian Empire)
Government: Theocracy
Description: The Wuxian Empire is governed by a complex system of bureaucracy headed by the Yuyan, a divine figure believed to have existed since the beginning of time and the keeper of incredible knowledge pertaining to the Fundamental Truths of all Creation. Underneath the Yuyan is a host of public officials who serve the Yuyan and the state diligently till their appointment comes to an end. All citizens are given a grade in which they belong to based on their profession and land-ownership status in descending order from 1 to 9 with variations of each grade being shown through a or b; the Yuyan, supreme ruler of the Empire, is the only member of the state who is exempt from such status. The system of governance is known as the Three Departments and Six Ministries system which was developed from the prior Nine Ministries system. The current government is organized as follows:
-- The Chancellery - The Chancellery is the executive branch of government and is headed by the Chancellor. It's main duties remain the enforcement of laws and decrees by the Yuyan, the advising of the Yuyan and the Secretariat, and supporting the continued efficient interaction between branches of government.
-- The Department of State Affairs - The main body of governance that directly controls the six ministries. Officials within the Department of State Affairs are tasked with making sure the innerworkings of state continue to function at peak effectiveness. The official head of the Department of State Affairs is the Prime Minister.
-- The Secretariat - The Secretariat remains the prime legislative branch of governance. The Secretariat creates Imperial Laws based on the Yuyan's decree or Chancellery advise as well as produces local laws for provinces based on the necessities of the local populace. The Secretariat is headed by the Imperial Secretary.
-- The Censorate - The Censorate is a subbranch of government that reports directly to the Yuyan. It's main purpose is to review all bureaucrats in the service of the Yuyan to remove corruption and inefficiency where it can be found. Imperial Censors are given wide freedoms in how they operate in detecting such corruption.
-- The Six Ministries - Beneath the Department of State Affairs are the Six Ministries which, directed by individual ministers of state, actively run matters of state under the directive of the Prime Minister and Yuyan. The six ministries are as follows:
Species: Wuxianese
Description: The Wuxianese are humanoid synapsids similar to the proto-mammals of earth biology. They are possessed of leathery skin that comes in almost exclusively a light beige shade whilst having no hair on their body. A bony crest plate is easily visible on their scalps which protects their two-part brain from damage and holds the musculature of the mandibles making for powerful and dexterous jaws useful for consumption of tough foods and mastery of the complexities of language. A row of orifices situated where the crest meets the rest of the skull contain highly effective olfactory and vibration detecting organs. Their body remains humanoid in stature with a pair of slightly longer arms with four fingered hands and an equal number of digits on their pair of legs.
Ethnicity is determined by cultural and genetic ties and is often visible in the form of distinctive, colorful facial markings endemic to the well defined ethnic groups of the Wuxianese. These facial markings become less visible or muddled in mixed ethnic individuals. The Empire legally recognizes thirty one official ethnic groups within the Wuxianese population; the An, Bai, Bao, Cheng, Da, Dong, Fu, Gang, Guo, Hai, Hua, Haung, Jia, Jiang, Jun, Lian, Mu, Ning, Oghuz, Qiang, Qiu, Rong, Shu, Wen, Xiu, Xun, Yiuen, Yong, Zan, Zhen, and Zhi peoples.
Homeworld: Wuxian
Description: Wuxian is the rocky homeworld from which the Wuxianese hail from. The world has sixty three percent of it's surface area covered in water with the rest a mix of multiple environments ranging from dense jungle to rocky mountainous regions with several large deserts dispersed around the planet. Although technically made up of two supercontinents the continents are barely connected as the remnants of previous continents are nearly pulled free of each other through continental drift. The population lives in mainly urban and suburban environments although large numbers of ethnic groups are found as majorities in the countryside and even the deeper wilderness of some regions.
The world is politically separated into fifty five provinces roughly corresponding to old regional states and cultural groups then modified by population. A number of prefectures break up these provinces and an even greater number of counties separate those until individual townships are noted, numbering in the hundreds of thousands. Several super cities exist on the continents that take up entire provinces, most notably the capital city of Chaoyue. Within the city of Chaoyue is the Imperial City, the closed palatial estate where many matters of Imperial governance occur and where the Yuyan resides.

History:
Nearly four thousand years ago the planet now known as Wuxian was home to a burgeoning population of primitives on the very cusp of civilization. With the development of agriculture and the discovery of early metallurgy the standard path of technological development for civilization seemed on par for the course. Modern Wuxianese theologians have met a consensus following the ancient texts that on the day of a lunar eclipse a twin tailed comet came hurtling towards the planet before entering orbit around the world. For twelve days and twelve nights the comet circled the world, blazing bright for all the primitive inhabitants of the young world to see. Upon twelve full cycles the comet turned abruptly to enter a collision course with the planet before stopping its momentum and safely landing without any harm done. It was from this comet that the Yuyan, a divine being from the beginning of time, came to their lonely world.
The Yuyan, in his wisdom, unified the planets many tribes one by one through the spread of knowledge and his eternal love for the Wuxianese people. It was said by the Yuyan himself that he had received the divine mandate of creation to safeguard and uplift the world of the Wuxianese as they had a great part to play in creation itself. Primitive technologies were replaced by advanced metallurgy, complex infrastructure, seemingly impossible architectural advancements that only led to a prosperous unified people. A proud and functional bureaucracy budded up around the Yuyan to aid him in his divine venture, supporting the growth of the nation as the wonders of his greatness were spread to all of his people. Prelates and seers brought news of the Yuyan and his divine mandate to every corner of the globe and the centralized power of the Yuyan's Empire began to tighten it's grip around the rocky world.
In the thousands of years since the arrival of the Yuyan the government that had popped up around him warped and changed to deal with the growing needs of a vast, ever evolving empire. Entire systems of administration were removed or added in the span of centuries as new technologies fundamentally altered the way their world worked. It was during this tumultuous time that the Imperial Bureaucracy saw it's greatest growth in complexity and scope; such vaunted portions of the government such as the Imperial Examination saw their initial introduction during this time. Under the direction of the Yuyan's wisdom the newly named Wuxian and the Wuxianese people thrived. Since such times many theologians have questioned the time it took for the Yuyan to introduce such technologies as space flight to which the Yuyan has claimed his focus to be on the well being of his people before that of expansion; the answer was found to be a wise as expected from one with the divine mandate.
It wasn't until the successful colonization of the newly christened system of Daozhi that Wuxianese influence began to expand beyond it's home star. The successful colonization attempt was first enacted during one of the Yuyan's seclusion periods when the Chancellor in power at the time, the canon Great Man Ta Be, took the initiative and ordered the Imperial backed long-term colonization of the system. It took nearly a year to reach the system of Daozhi but it was a simple enough task to get willing colonists to take to the stars in voyages spaced precisely a month apart. Though the initial two colony-ships ended with failure the supplies they left on the planet's surface and the knowledge they left behind were essential in the success of all further arrivals; no other colony-ship's inhabitants suffered the fate of those who gave their lives for the advancement of the Wuxianese cause. Upon the reawakening of the Yuyan Ta Be was risen to status of Great Man for his accomplishments and willingness to take risks; to this day Chancellor Ta Be is remembered as the father of Wuxianese colonization and is revered by colonists and administrators who pray for his guidance in matters involving risk.
The sheer scope of the Antoviyan invasion was one that took the Wuxian Empire by surprise, having never faced off with another space faring power. The invasion of Daozhi was as successful as it was devastating, a permanent scar left on the Yuyan's long history of successes. Though too late to save the vast numbers of the populace from capture and enslavement the Yuyan swore to his people to never again allow such evils to occur. Years later, during the revolution on the Antoviyan capital, Wuxianese warships arrived to exact justice upon their previous tormentors and offer hope to those who shared the plight of their lost citizens.

- Ministry of Revenue - The Ministry of Revenue, headed by the Imperial Accountant (Kuaiji), charged with the gathering of census data, collecting taxes, and handling state revenues. The Office of Currency and the Office of the Payroll are both subordinate to the Ministry.
- Ministry of Rites - The Ministry of Rites, officially headed by the Imperial Prelate (Zhujiao), directs state ceremonies, rituals, and sacrifices as well as overseeing registries for all official clerical organizations. The Office of the Imperial Examination, the Imperial Organization that selects new bureaucrats, is its subordinate.
- Ministry of Defense - The Ministry of Defense, with the Imperial Marshal (Zhengdun) in official command, is tasked with the civilian administration of the military, the maintenance and distribution of military equipment, supplies, and troops as well as civilian oversight of military campaigns during wartime.
- Ministry of Justice - The Ministry of Justice, directed by the Imperial Judicator (Zhongcai), is charged with judicial and penal processes in both Imperial and Provincial cases. The Office of the Judiciary, to which all Imperial Judges belong, is subordinate to the Ministry.
- Ministry of Works - The Ministry of Works, run by the Imperial Steward (Fuwuyuan), directs all state run construction projects, the hiring of artisans and laborers for temporary service, the manufacturing of government equipment and infrastructure, and Imperial resource management.
