"The Denovan delegate makes an appropriate point." President Tusana said. "I have no intention of forcing other nations to adapt their domestic laws to our preference. I hope that we can all agree on that principle." She looked around the room. "As for President Sidow's proposal - the Kwazan Confederacy already maintains a foreign aid fund for developing trade. If other nations wish to pool resources and create a development fund for the league we would be willing to contribute, but I do not think the fund should be anything but voluntary."

Jirum Axis, or at least his Homunculus, had stayed silent during the entire proceedings, a large disparity from the imposing figure that the metallic body possessed. Whereas all of the other delegates had a multitude of servants and yes men at their side, Axis sat alone, content to observe the newly met nations and their almost petty trifles. At the mention of the aid fund, however, he spoke up.
"Foreign fund, Mr. President? As a sort of economic booster shot for those that need it, I assume? Tell me, how would these funds be distributed to those members in need? Would a council be called to decide whether a nation was needy enough? Would only those who contributed have a say? Would it be dependent on the amount contributed? I'm sure this is not how you intended it, but it seems as if this aid fund is an overt tool to put the poorer economic powers here under the beck and call of the wealthier ones."

'' The general idea would be that the fund allow for anyone to apply for a loan when required and that it have a fixed interest rate. The fund simply won't be large enough to use as an effective foreign policy tool to crush dissent and impose this trade union's will on others. '' Sidow said with a smile.. '' But will it be large enough to cover special projects like the cost of ports or terraforming development? I think we could make something work. For it to work however, I would see that contributions to keep it solvent would have to be mandatory, with every nation that wanted to apply for a loan, contributing a fixed amount. To keep bureaucracy streamlined and to stop accusations of imperialism, I would propose a rotating custodianship of the fund for those who contributed. ''

Auxiliary concerns can be raised afterward. Does anyone have any fundamental concerns regarding the treaty proposed? Concerns that must be resolved before they would agree to endorse it?"

'' The election polls did not look promising and with his time in office possibly coming to an end, the trade deal would be his legacy. The President was determined to leave here with a deal.

Jirum surveyed the other representatives. They all seemed almost too eager to get this agreement done. Perhaps the entire political situation had not been adequately described to the USDFL. In any case, the agreement itself did not require much of a commitment on USDFL's behalf, and if Jirum had to guess, the first party to break the agreement wouldn't be his.
"The United States of Dalaarian Freedom and Liberty will also accept this treaty."
Now the real work would begin - speaking with the other delegates while they were conveniently in reach.
